Dip the chicken into the water and then coat with a mixture of flour and seasonings. Place the chicken skin side up into a 13x9x2-inch bakin gpan and dab with butter. Bake at 425° for 30 minutes or until the chicken is golden brown. Remove from the oven and pour milk around the chicken. Cover with aluminum foil and return to the oven to bake at 350° for 45 minutes.
