Preheat the oven to 350° and butter a 2-quart baking dish. Sift together the sugar, flour, baking powder and salt. Separate the 3 eggs and beat the egg whites until stiff. Beat the sugar in a spoonful at a time to the egg whites and set aside. Without washing the beater, beat the yolks until light. Add the lemon zest, lemon juice, melted butter, and milk. Stir into the flour mixture and beat until smooth. Add the beaten whites and fold gently until no white flecks show. Pour into the baking dish. Set in a pan of hot water a 1/2-inch deep and bake for 45 minutes. Chill for 1 hour.
