Preheat oven to 400°. Grease twelve 2 1/2-inch muffin cups. In a large bowl, combine the first 4 ingredients. In a small bowl, beat together milk, oil and egg with a fork. Add blueberries and orange peel to egg mixture. Pour all at once into the dry ingredients. Stir just until the flour is moistened. Spoon batter into muffin cups. Bake for 20 minutes or until golden. Remove from pans immediately.
