Cook the cauliflower in boiling water with 1/2 teaspoon of salt for 5 minutes, then drain. Stir together the remaining salt, butter, crackers, sugar and pepper in a large bowl, then stir in the cauliflower, bell pepper, tomatoes, onion and 1 1/4-cups cheese. Spoon the mixture into a lightly greased 1-quart baking dish, then sprinkle with the remaining cheese. Bake for 1 hour at 350°, then serve immediately.
