In a 4-quart saucepan, prepare the macaroni according to the package directions. Add the carrots, broccoli and pepper during the last 5 minutes of cooking time, then drain. In a saucepan, combine the soup, cheese, milk and mustard over low heat, stirring often until the cheese melts. Add the macaroni & vegetables to the mixture and heat through, stirring occasionally.
