Chop onion and red pepper and saute in olive oil. Mix the butter and parmesan cheese into the heavy cream and simmer over low heat until melted. Brown the chicken in a separate pan, then pour 1/3 of the onion and red pepper mixture and 1/3 of the cream mixture over the chicken. Bake the chicken while pasta is cooking, then pour the remaining onion and cream mixtures over the top of everything.
