Bring the butter, cocoa and water to a boil. Sift together the dry ingredients and then pour the boiled mixture over the dry ingredients, mixing well. Add the eggs, buttermilk and vanilla to the mixture. Pour into a greased 15x10x1-inch pan and bake at 350° for 20 minutes. Remove from the oven and pour the topping over the entire pan immediately.
