Preheat oven to 375°. Combine flour, cocoa and baking soda. In a large mixing bowl, beat the butter and shortening for 30 seconds. Add the sugars and beat until fluffy. Add eggs and vanilla and beat well. Add the flour mixture, beating until well combined. Stir in the chips. Roll teaspoon-size balls of dough in powdered sugar. Place on an ungreased cookie sheet and bake for 8 minutes. Cool on a wire rack.
