Heat oven to 450°F. In a medium bowl, combine flour, baking powder, salt, cream of tartar, and sugar. Add butter and shortening. Cut into flour mixture with pastry blender or two knives until the mixture resembles coarse crumbs. Add milk and stir just until combined, scraping edges as you stire. Turn out onto a lightly floured board. Knead several times. Pat or roll out a little more than 1/2-inch thick.
With a floured 4-inch biscuit cutter, cut out as many biscuits as possible. Pat together scraps and cut out more biscuits. Place biscuits 1-inch apart on an ungreased baking sheet. Prick tops with tines of fork. Bake 10 to 14 minutes or until golden and firm. Serve hot.
