Sprinkle the gelatin over 1/2 a cup of cold water in a small saucepan and let stand for 1 minute. Cook over low heat, stirring until the gelatin dissolves, roughly 2 minutes. Stir in the sugar, 1 1/2 cups water and coffee granules until dissolved. Pour into a 1-quart bowl. Chill for 4 hours or until the mixture is firm. Beat the whipping cream at medium speed with an electric mixer until foamy, gradually add 2 tablespoons sugar and coffee liqueur, beating until soft peaks form. Pull a fork through the gelatin to break into small pieces. Spoon 1/2 a cup of gelatin into each of the 4 parfait glasses and top evenly with half of the whipped cream. Repeat procedure with the remaining gelatin and whipped cream. Garnish, if desired.
