Preheat your oven to 350°. Combine the mashed potatoes, sour cream, milk and garlic powder in a large mixing bowl, mix well. Spoon half the mixture into a 2-quart baking dish. Sprinkle with half the french fried onions and 1/2 cup cheese. Top with the remaining potato mixture. Bake for 30 minutes, until hot. Top with the remaining onions and cheese, then bake for 5 additional minutes until the onions are golden.
