In a large saucepan, cook the onion and garlic in the olive oil until tender but not brown. Stir in the cream of celery soup. Add the milk to the mixture and heat until bubbly. Add the potatoes, carrots, curry powder, pepper and cumin. Bring to a boil, then reduce the heat. Cover and simmer for 10 minutes. Add the broccoli, then cover and simer an additional 10 minutes or until the vegetables are tender. Garnish each serving with strips of carrot if desired.
