Combine 1 cup of eggnog and sugar in a heavy saucepan. Sprinkle the gelatin over the mixture and let stand for 1 minute. Cook over low heat, stirring until the sugar and gelatin dissolve, roughly 4 minutes. Stir in the rum extract and remaining eggnog. Chill until it reaches the consistency of unbeaten egg white. Fold in half the whipped cream and spoon into individual dishes. Dollop with the remaining whipped cream and sprinkle with nutmeg.
