In a large bowl combine the potatoes, bacon, onion and celery. In a jar with a tight-fitting lid, combine the salt, pepper, vinegar, oil, sugar and parsley. Shake until well mixed. Pour over vegetables and bake in a slow cooker on low heat for 4-6 hours, or in a 2-quart baking dish in a 350° oven for 25 minutes.
