German Potato Salad

Cook the potatoes, unpeeled, in enough water to cover until they are tender. Drain and let cool slightly, then peel. If you are using new potatoes, peeling is optional. Slice the potatoes until 1/4-inch thick. Fry the bacon in a skillet until crisp, then saute the onion in the bacon fat for 1 minute. Blend in the flour, salt, sugar and pepper, then stir in the vinegar and water until the mixture is smooth. Cook over low heat for 10 minutes, stirring well. Pour the mixture over the sliced potatoes, then add the celery seed, celery and parsley. Add the bacon, mix and serve warm.
