Combine the flour and 2 tablespoons of butter and cook, then remove from the heat and stir in the seasonings and sour cream. Fold in the green beans and water chestnuts then spoon the mixture into a 2-quart shallow casserole dish, then cover with cheese. Combine the corn flakes with the remaining 1 tablespoon of butter and cover the top. Bake at 350° for 30 minutes.
