Melt the butter over low heat and then stir in the flour, salt, seasoned salt, mustard and red pepper until smooth and bubbly. Remove the heat and stir in the milk, then place back over low heat and stir until thick. Stir in the ham and cheese, stirring until the cheese melts, then remove from heat. Beat in the egg yolks. Beat the egg whites with the cream of tartar in a separate bowl until stiff but not dry. Fold lightly into the cheese mixture, then pour that intoa 1 1/2-quart baking pan. Set in a large pan filled with a 1/2-inch of warm water. Bake at 350° for 1 hour or until it turns brown and is firm to the touch.
