Cover the bottom of the pie shell with half the shredded cheese. Sprinkle half of the onion, then half of the ham over the cheese. Layer the remaining cheese, onion and ham in the same order. In a small bowl, combine the flour, salt, pepper and caraway seed. gradually add the milk, blending well. Add eggs, one at a time, beating well after each one. Pour the mixture into a pie shell. Bake in a 350° oven for 45 to 55 minutes, or until it tests clean. Cool for 5 to 10 minutes.

Combine the flour and salt in a bowl, then cut in the shortening until the mixture is uniform. Sprinkle the water, a tablespoon at a time, tossing lightly with a fork. Press the dough into a ball and roll out on a lightly floured surface to 10 1/2-inches in diameter. Fit the pastry into a 9-inch pie plate and trim a 1/2-inch beyond the edge of the plate. Fold the edge under on the rim and flute.
