Saute the onion and mushrooms in butter in a large, heavy saucepan just until they are tender. Add the flour, stirring well. Cook for 1 minute, stirring constantly. Gradually add the milk and chicken broth and cook over medium heat, stirring constantly until the mixture is thickened and bubbly. Stir in the parsley, tarragon, pepper and nutmeg. Stir in the noodles, turkey and 1/4 cup of the cheese, mixing well. Pour the mixture into a greased 1 1/2-quart casserole and bake at 350° for 20 minutes. Sprinkle the remaining 1/4 cup of cheese over the top and bake for an additional 5 minutes. Garnish with parsley, lemon slices and pepper strips.
