In a medium bowl, combine the sugar, milk, butter and egg. In another bowl combine the flour, baking powder and salt. Stir the flour mixture into the milk mixture, mixing well until combined. Fold in the blueberries and lemon zest and place in a well-greased 9x5-inch loaf pan.

Topping

In a small bowl, cut together the sugar, flour and butter until crumbly. Add the lemon zest and cinnamon, mixing well. Sprinkle over the bread batter in the pan.

Bake at 375° until the topping is golden and forms a crust, about 50 minutes. Cool in the pan for 5 minutes then transfer to a wire rack to cool.
