Soak the gelatin in the cold water, beat the 4 egg yolks until foamy, then add the sugar to the yolks. Add the juice of both lemons, along with the water. Pour the entire mixture into a double boiler and cook until thick. Pour the cooked mixture over the gelatin and let it stand to room temperature. Beat the 4 egg whites until stiff, then add 1/2 a cup of sugar and fold into the cooked mixture. Whip the whipping cream and add to the mixture. Line the pan with crushed vanilla wafers and pour the mixture over the top. Sprinkle wafer crumbs over the top. Chill.
