Cook the potatoes in boiling water to cover for 40 minutes or until tender, then drain and cool. Peel and cut into 1-inch cubes. Chop the egg whites. Stir together the potato cubes, egg whites, 1/2 teaspoon salt and green onions. Mash the egg yolks, then add the remaining 1/2 teaspoon salt, mayonnaise, pickle relish, mustard and pepper, stirring until blended. Gently stir into the potato mixture. Cover and chill for 2 hours.
