Combine the first 6 ingredients and shape them into 1 1/2-inch meatballs, the set aside. Coat a large nonstick skillet with cooking spray and place over medium-high heat until hot. Add meatballs, and cook until brown, then drain. Discard drippings. Return the meatballs to the skillet and add the pineapple juice and green pepper. Bring mixture to a boil over medium heat and cook for 3 minutes, stirring often.
Combine the sugar, cornstarch, water, white vinegar and soy sauce and then add to the skillet. Bring this combined mixture to a boil, stirring constantly. Cook for 1 minute while still stirring. Stir in the pineapple chunks and cook until thoroughly heated. Serve the meatballs over rice and enjoy!
