Mom's Fried Chicken

Combine the 3 quarts water and 3 teaspoons of salt in a large bowl, then add the chicken. Cover and chill for 1 hour. Drain the chicken and rinse with cold water, then pat dry. Whisk together the egg and 1 cup of water. Combine the remaining 1 teaspoon salt, flour, garlic powder and pepper in a heavy-duty sealable plastic bag. Dip 2 chicken pieces in the egg mixture, then place in the bag, seal and shake to coat. Remove and repeat with the remaining pieces of chicken. Heat the vegetable oil to 360° in a dutch oven. Fry the chicken in batches for 16 minutes or until golden, turning twice. Drain on paper towels.
