Stir together the first 6 ingredients in a large mixing bowl, then make a well in the center of the mix. Stir together the milk, egg and oil until blended. Add to the dry ingredients, stirring just until moistened. Spoon the batter into greased muffin pans, filling 2/3rds full. Bake at 400° for 18 to 20 minutes or until the tops are golden brown. Cool in the pan for 2 minutes, then remove and serve.
