Sift together the flour, baking powder, salt and soda. Rinse the raisins with boiling water to plump them, then drain and set aside with the walnuts. Gradually beat the sugar into the butter. Beat in the eggs, one at a time. Add the raisins and the nuts. Sift in half of the flour mixture and stir just until moistened and fairly smooth, without beating. Add the pineapple (with syrup), then stir in the remaining flour mixture. Spoon the batter into a greased 5x9x3-inch loaf pan. Sprinkle with topping then bake at 350° for 60 to 70 minutes or until it tests done. Turn out onto a rack.
