In a large bowl, combine the flours, oats, raisins, brown sugar, baking powder, baking soda, salt and nutmeg. In a separate bowl, blend egg, milk and oil. Add the milk mixture to the flour mixture all at once, stirring just until the dry ingredients are moistened. Spoon into greased 2 1/2-inch muffin cups, filling each about halfway full. Bake at 400° for 20 to 25 minutes or until well-browned.
