Combine the crushed pretzels, sugar and butter and spread in a 9x13-inch pan. Bake at 350° for 5 to 7 minutes, then let cool. Mix together the cream cheese and sugar, then fold into the cool whip. Spread over the cooled baked crust. Mix the jello and boiling water, then mix in the frozen raspberries. Spread over the cream cheese mixture. When it begins to gel, refrigerate until set.
