Cut the broccoli into spears and arrange in a steamer basket over boiling water. Cover and steam for 5 minutes or until crisp-tender. Place on a serving platter. Stir together the sugar, soy sauce, vegetable oil and vinegar in a small saucepan over medium heat. Cook, stirring often, until the sugar dissolves and the mixture is thoroughly heated. Drizzle over the broccoli and sprinkle with sesame seeds.
