Combine the flour and pepper in a paper bag, then add the chicken and shake to dust with flour. Remove the chicken from the bag and shake off the excess flour. Heat a large skillet until hot, then add the olive oil. Heat for 30 seconds then add the chicken. Brown the chicken on both sides, then remove the chicken from the skillet and set aside. Add 1/4 cup of chicken broth to the skillet, then the celery, onion and garlic and saute for 5 minutes over medium heat. Add another 1/4 cup of broth and scrape up any browned bits. Add the remaining broth, thyme and sage and stir. Add the chicken pieces and cook until tender, roughly 30 minutes.
