Cook spaghetti, stir in butter, parmesan cheese and eggs and form in a nest into a large pie plate. Cook the beef and add in onion, green pepper and carlic. Cook unti just tender, drain off the fat and then stir in the tomato sauce & paste, sugar and oregano.
Put cottage cheese over the nest of spaghetti and then add the meat mixture on top. Back for 20 minutes at 350°, then remove from theoven and add the mozzarella cheese. Return to the oven for 5 minutes, let set for a few minutes and serve.
