In a medium saucepan, cook the strawberries, sugar and 1/4 cup water over medium heat and stir until the sugar has dissolved. Place in a blender and puree. Sprinkle the gelatin over 1/2 a cup of cold water in a small saucepan and let stand for 1 minute. Stir over low heat until the gelatin is dissolved about 1 minute. Remove from the heat and stir the gelatin into the strawberry mixture. Refrigerate for 1 hour. In a chilled medium bowl, beat the heavy cream and confectioners sugar until soft peaks form, then fold into the strawberry mixture. Divide into ramekins, covoer and refrigerate for 2 hours or until well chilled. Place the melted chocolate in a pastry bag with a round tip and decorate each mousse with chocolate.
