Bring the water to a boil, then add the rice and cover. Reduce the heat and let simmer for 10 minutes, then drain and set aside. Peel and chop the onions, then melt the butter in a dutch oven. Add the onions to the butter and cook for 15 minutes, stirring frequently. Remove from the heat, then stir in the rice, parsley, salt, pepper, swiss cheese and cream. Spoon the mixture into a greased 13x9-inch baking dish. Sprinkle with paprika, then cover and bake at 350° for 30 minutes.
