Preheat the oven to 350° and grease a 9-inch square baking dish. Combine the flour, granulated sugar, baking powder, baking soda, salt and 1/3 cup of cocoa in a medium bowl. Combine the milk, butter and vanilla in a measuring cup then stir into the dry ingredients into just blended. Spoon the batter evenly into a prepared dish. Combine the brown sugar and remaining 1/4 cup of cocoa in a small bowl and sprinkle evenly over the batter. Pour boiling water over the entire mixture but do not stir. Bake for 35 to 38 minutes or until it tests clean with a toothpick. Cool for 10 minutes then serve with whipped cream or vanilla ice cream.
